Any Probable Stupid Question

Hey guys! Could anyone help me with a project I'm trying to do? I would like to translate all of Pokemon Unbound into my native language, which is Brazilian Portuguese, so I want to know what is the best program to do this? Some friends recommended Advanse Text to me, but it doesn't work for editing Unbound. I intend to translate the entire game, including texts, moves, skills, etc.

Hello again, and sorry for the double post.
I have a question about another tool I found on the internet to modify Pokemon cries, but even though I have an 8bit PCM file, the program says there is something wrong with the file and I want to understand what I'm doing wrong , is there any right way to convert the file to GBA audio?
