Can't get Partner Cap Pikachu in Ultra Sun

I'm trying to get Partner Cap Pikachu from the deliveryman in Pikachu Valley but the deliveryman won't show up. I have scanned the QR code (the game tells me that I have already scanned it), but the deliveryman won't show up. I've checked PKHex and the event flags show I can receive Partner Cap Pikachu and that I have not yet received it. I've tried unchecking the Can Receive one and scanning the QR code again, but it still says I have already scanned it. Really don't know how to make the deliveryman show up. I am trying to shiny hunt Partner Cap Pikachu but obviously can't if the guy doesn't even show up. I've attached a copy of my save file, if anyone could help out with fixing whatever went wrong. Really don't want to make a new save file just so I can hunt it, but I guess if I have to I will.
