Drag & drop functionality not working at all

I figured my pkhex was blocked so I went to properties but it doesn't show an unblock option just read only and hidden both are unchecked. I am using windows 11 and this is on my c drive. I can still use pkhex by using the file menu but the drag and drop function is very useful to me and I would like to have it working. I don't know what the problem is.

Re download PKHEX fix my problem
replace if you already have one wiht the new downloaded PKHEX
