Why PKHEX mark my Latias as illegal when it shouldn't be

So, i was gonna RNG manip the Roamer Latias on my Emerald but  i was not paying attention and i skipped the part where i have to do the manip and save afterwards and didn't realized until a few hours later. Anyways, i wanted to make it afterwards on PKHex but for some reason it won't let me. I did all the reseach on PokeFinder to find the Latias that i want and it is this one: 

But when i go to PKHex this happens:

Everything looks good until if you look at Pokefinder in the Shiny column, yes, it supposed to be shiny and perfectly legal but in PKHex it is not shiny having the correct PID and the Seed and everything but of course if i try to make it shiny it will change the PID and it will no longer be legal.
So, any helper would be much appreciated. Am i missing something here?

None of your picture show Latias being marked as illegal. They would have a red triangle if illegal.

The file you uploaded is shiny and legal though?

Perhaps you should update PKHeX like it suggests in the top right. I don't think that's the cause of your error but it's still best to be on the latest version.
