Creating a Lower IV Pokemon

In Scarlet and Violet, I am trying to create a 25IV speed hippowdon through pkhex. Although I can set its IV at 25, when transferring the mon to the game, it appears as 31IV stat(I assume that it shows up as bottle cap used on 25IV). Is there any way to go around this and maintain the pokemons legality?

press shift and click the box whitch withing a number. 
then the box will turn to be green.
the number is the pokemon's original IV. and the green mark will make the pokemon shows it is Hyper Trained in game.
