PK3ds:change 2 turns moves into 1 turn move

So recently, i  am using pk3ds to change move of the USUM game but when i change moves loke ice burn,freezshock,dig,..2 turns moves into 1 turn move by turn off the charge flag.But when i went to test that, the move had no animation,it only has the charge animation.Can anyone help me? And do Flags or effect move have somthing to do with this prolem?
