Gen I - Evolved Golbat/Cerulean Cave Lickitung Editing Help

Was unable to edit Golbat to inherit Zubat's Catch Rate (255) on all 3 games (can confirm that changing Catch Rate back to 90 would've let it pass through the legality checker just fine, but would like to be consistent with the rest of my living dex as much as possible)

On a similar if slightly different note, I also found that I was unable to edit the moves of a Cerulean Cave-encountered Lickitung (in Yellow) without tripping the invalid encounter flag (seems the in-game trade encounter Lickitungs from RB passed without any issues) - are there any movepool restrictions/DV restrictions (non-15/15/15/15) that I am unaware of?
