Editing PWT abilities

Sup! I was editing PWT and found those hexas:

From FC to 00 this represents Cheren's Stoutland on World Leaders
But smth got me curious, you can't edit their abilities (used this post as a base, since it works on PWT too: https://projectpokemon.org/home/forums/topic/24102-tutorial-editing-battle-frontiertower-pokemon/)

But the curious part is that using PikaEdit, you can create Pokémon with any ability.
I got confused, since Pokémon from regular PWT doesn't have the hexa for it, but Tournaments have?

Do you have any idea why? If you can change in Download Battles, sure you can change in regular battles, right?

I heard that Pokémon Data Structure might be different, but is it? Being able to change PWT Mons Abilites would be a huge deal
