VC Red version not injecting.

Hey this is my first time using pkhex. I have been playing an emulated version of Red on the 3ds and i have extracted, edited, and exported the save file. however when i go to inject it into the game it does not work. I am not sure if it's because of the way virtual console works on the 3ds with their save points or what. For reference all i am trying to do is evolve haunter in to gengar lol. I have even gone back to the save file in pkhex to double check it was updated before trying to inject it. any help is appreciated
