PK3DS - adding horde encounters

I am attempting to modify encounter tables in Pokemon X using PK3DS, and decided to add horde encounters to a few places they aren't typically available. All such places have tall grass or flowers where hordes could normally be encountered (not the very tall grass), but won't produce horde encounters even through the use of honey. How would I go about modifying these areas to allow horde encounters to spawn? Thank you.
