PKHaX issue

Hi guys, i have this little problem: i'm currently playing ultra sun on citra. I will never play it online so i'd like to use PKHaX to maximize the EVs, but even if i create the .bat file i can't edit the illegal pokemon. So the question is: am i wrong in something or PKHeX simply doesn't allow to create illegal pokémon anymore?
