Help with wild encounters in omega ruby

Randomizer works fine until the wild encounters part. The encounters randomize on pk3ds, but when i open the game in citra, the encounters aren't randomized. This is only happening on omega ruby, it works fine on sun and ultra sun. On pk3ds, there is a green bar which is full but it doesn't go away, and on the output section it says 'loading persistant data for subforms.
