VS Seeker - Before Elite Four - Low LvL PKMN

Hey. I've tried searching the web but came up empty handed considering the game is so old and there wasn't a lot of error reporting back then.

I've already tried to beat the trainer multiple times but it turns trainer never ends up leveling their Pokémon. What I am trying to accomplish is grinding my PKMN up to Lv. 50 so I can beat the EF. 

 

Any tips on how to make the trainer level their PKMN or another spot to grind to a high level would be sweet.
