Is my Shiny Groudon Legal?

I made a Groudon from a template I QR'd. Used RAMSAV to extract the savefile and view on PKHeX and just wanted to know if this shiny is legal. I'm making it for my ORAS, since it is shinylocked :frown:.

Hence, if it is legal it should be tradeable since it isn't an ORAS Groudon, it's an Emerald one. But, for some reason, it is untradeable. I already tried removing the Red Orb, btw. So, if someone finds any flaws, I'll be grateful.

Also, by some strange reason I can't reroll the Encryption Constant. Any clues on why is that happening?
