How to Update old 3ds to a 9.x that supports pokegen

Hi everyone I really need help to update my old 3ds I found yesterday that is currently on version 7.2.0-4E.

I would like to update it to a 9.X version that supports Pokegen (ie 9.5.0-22)

How do I do this?

You cant use any games with Pokegen anymore. But for PKHeX only certain games can bring it up to a certain version. I'm not sure what games so you will have to look it up.
