Only Working Twice?

I was working on a Latias, the first one came in and I realized I forgot to change the level, I sent a second, but that was before I knew how to make a legit one. I finally made a third one yesterday, but it will not come through the GTS.

What I have tried:

Re-entering the DNS edit

Changing the secondary DNS to all 0s and back again

Changing the pokemon's Trainer ID

Changing the intended box location

Nothing I do has been working, all I get is the regular "seek" and "deposit" options, as if I never uploaded a pokemon.
