IV Modifier Help (Heart Gold)

Hello all. I'm having trouble with the IV modifier code for heart gold. I use the one that has the 6 lines with the end 1F. I read that all you have to do i modify the 1F. Im trying to create a Starmie with high Special Attack, HP, Speed, and Special Defense. Whenever i enter the codes it doesnt work. My action replay is updated.

If possible, the special attack i would like is 31, and the speed, special defense, an hp be high 20's.

Im sorry if this has already been posted, i just cant seem to find it.
