Ultimate "Catcher" Pokemon request - - WiFi please

I was hoping someone would be willling to make & Wi-FI me the following 2 "ultimate catcher" pokemon. I have read a lot about the strategies of designing 1 pokemon to use as your main catcher. Smeargle and Gallade seem to be common choices, though other opinions are plentiful. Gallade is stronger but limited to fewer moves, while Smeargle can learn ANY moves but is weaker.

The consensus seems to be that you need 4 moves {one of these could be an ability}:

1) stop pokemon who do so, from fleeing = e.g. Mean Look, Block, etc.

{or Shadow Tag ability}

2) prevent them booting you from battle {roar/whirlwind} = e.g. Taunt

{or Soundproof ability but I don't think this stops whirlwind}

3) drop HP to minimum without faint = e.g. False Swipe, except FS being normal

means it doesn’t hit a ghost without Foresight or Odor Sleuth

4) put to sleep or paralyze = e.g. Spore, Hypnosis, etc. or Thunder Wave etc.

{people seem to avoid burns & poison - - might faint your target}

…So the above is really 5 moves {or 1 ability plus 4 moves} if you want to reliably catch ALL pokemon including ghosts… but this combo doesn’t exist legally. Too bad you can't get this moveset onto Wobbuffet, or have Smeargle "Sketch" his ability as well as his 4 moves, or something else creative like that. Maybe gen-V will bring us a Hold Item that helps us with this, like the opposite of a Focus Sash so if you hold it then ANY move would leave your foe with 1 HP. Oh well.

Anyway, with these thoughts in mind I am requesting these 2 legal pokemon that would take me FOREVER to catch/breed and train properly.
