It says "[Pokemon town 2013] is endangered by Team Plazma. Let's go save the town and capture Team Plazma's Deoxys" The event will be held in aT center 3rd floor [Pokemon town 2013] Yang Jae, Seoul. And it is IR I guess. Edit: I have no idea whether there is a specific reason for this event or not. There can be an episode about this event for Pokemon animation.
