I downloaded the things from the link that ammako and I can finally download the .net framework, It finally works now but took around 5 hours. Thanks!

I am running windows 8.1 so I cannot install the framework. So does this mean I can't use phex anymore? the error message "

I extracted the zip file and it was there normally I don't know what to do please help.
