It sure is. It's available right now in the Play Store and the App Store. I believe it was pushed to more regions May 23rd.

Yeah, Pokemon GO is sort of rough on phones.  It's a battery drainer through and through.  If applicable, use a phone case that has an external battery.  For example, I use the Apple Smart Case with my iPhone, basically giving me ~200% battery life.

The Shiny Magikarp was limited?  I had heard that some Raids against Magikarp are more likely to be shiny.  If this isn't the case, I have wasted a handful of Raid passes.

Re-downloaded GO, discovered different Pokémon and new features; all to become addicted and frustrated at it, again! I'm once again, in the loop.  Happy Birthday, GO!

After some time, I encountered a Cap Pikachu; it seemed as though it would never happen!

Also, I participated in my first Raid.  It was fun, although I find it silly that you get one Raid Pass per day.  It left me wanting to do more of them.  Such a challenge to catch those Pokémon.

I tried catching Articuno for my sister, but her level is low, so she didn't get much Premier balls (it was a struggle to just stay in battle).
Also she didn't do raids, so pretty much used up the Golden Razz berries T.T

Today, I said f it and bought a "Special Box", just for the Raid Passes.  Gains - Lugia, Gengar, Arcanine, and Laparas. Fails - Executor. I was the only one in that battle "(

Were all the perks activated?

Edit: Incubators are (x0.33). Buddy distance is shortened also. My buddy, Geodude only requires 0.03km, normally 1km for it's class.

Spot on!  When tapped, certain Pokéstops would display the Pokémon GO Fest emblem.  Spinning those specific stops would prompt you to scan the QR code or manually enter the code.
I believe that if you paid to attend the event, you were awarded a Legendary Raid Pass upon spinning and scanning the special Pokéstops.  Perhaps, even activating the increased spawn rates/rarities too.
