@theSLAYER Although a file was provided, screenshots help expedite things. So for reference, I am submitting these two screenshots that were just taken.  The first one is of our file in game and the second one is of RobusRabbit's file in game.
After going through the process to receive these two WCs, I found that RobusRabbit does have a valid point about the title in game.   

I've noticed that some moves are mirrored in relearn moves and some are not with events. Here are your examples, which are returning a legal status for me in PKHeX (latest release)

Hopefully someone will chime in and correct me if I'm wrong, but deleting those relearn moves may actually make the event Pokémon illegal, in real life -not in PKHeX.

Correct me again if I am wrong, but you've concluded that the file is hacked because the showcase's text contains typos?

The official title says: ジャンプフェスタ2017    ぎんのおうかん

You can see that there is no fullwidth in "2017" & there are 3 spaces in between the words.

@RobustRabbit, Did you look at the receiving photos posted above the fabricated graphic?  Take note that the text is as you say it should be.

Are you referring to this:

Their entry is wrong.  This Pokémon's stats are based off of Lillie's Vulpix from the Animated Series.
In which, she obtained Vulpix only when her egg hatched.  So, the met level of 1, is correct.

You're welcome!  Seeing this file caused me to remember the staggered expiration dates that I had previously read about when I posted the news about the event. Back then, I thought to myself: "What's the purpose in having such a small amount of time to claim them anyway?!"  I continue to wonder...

I tested this with all available Cap Pikachu.  It's true, you cannot give Cap Pikachu the Pikanuim Z naturally.  I used PKHeX to force it to hold it.  He was unable to use the Z-move.
