The UI updated in the past many years. The version you show is from 2017.

Moved to Save Editing Help as it's not a PKHeX question.
I haven't used PKSM much, but I believe you can generate a QR for the Pokemon (right click the sprite in PKHeX, then click "QR!"), and import it using the 3DS Camera.

What do you mean by parents?
Regardless, all information should be editable via the Batch Editor.

PKHeX is an open source program. You are free to make your own fork and do as you please.
That being said, PKHeX.Core is on .NET Core, which is cross platform. All that needs to be done is to build a cross platform interface that uses it. For example, there is a MAUI version being built.

Try using this instead:

Try deleting all files in the directory first, then unzipping to the directory.
Also, right click the executable and select Properties, and see if there's a checkbox to "Unblock" it.

You need to provide more information. When did this pop up, when you clicked "Secret Base"? Or when you tried to make an edit?
If it's popping up immediately when you clicked Secret Base, perhaps you could contribute the save file for developers to take a look.

It depends on the Pokemon, different encounters have different aspects that form up their legality. For example, raids generally have IV correlation to various data and cannot therefore be easily changed.
You might want to rely on the PKHeX Encounter Database instead

PKHeX is a save editor for core-series Pokémon games. With it, users can manipulate various save files including: .sav, .dsv, .dat, .gci, .raw, and .bin types. PKHeX can also read and write: .pk files, which are individual Pokémon files, and .pgt, .pcd, .pgf, .wc, which are Mystery Gift files.
Version 23.12.18 of PKHeX has been released, bringing support for Pokemon Scarlet and Violet's The Indigo Disk DLC. Additional legality updates will be addressed in the next release (crossovers, Minior, encounters), expect false negatives at this time.
Please be reminded that as of Home 3.0.0, Home checks for a Pokemon's history. Pokemon who were not initialized in their correct games will not be transferrable to Home, even if PKHeX views them as Legal (as it has no way of validating a Home tracker).
PKHeX requires the .NET Desktop Runtime 8.0.0 to run. If you receive an error when trying to run, ensure you have it installed.
Take note that other related applications will still need time to update, and updated versions of ALM (PKHeX-Plugins) or SysBot may not be immediately available.

Right Click PKHeX.exe, Properties, Compatibility Tab, then try making changes to "Change high DPI settings" and see if one works for you.

Relearn Moves aren't stored in Pokemon Black. Open a save from a later game.

By super hacked, theSLAYER is referring to Pokemon that cannot exist, so you're right, illegal moves, items, etc.

It's the correct size, so make sure you're using the latest version of PKHeX. If that doesn't work, you'd need to show the save file for people to take a better look.
Make sure you've saved in-game as well (emulator states is not the same thing).
