<span style="font-size:12px;"><span style="font-family:arial,helvetica,sans-serif;">Returning players know most of the rules will be the same as last year but there are some <span class="Apple-style-span" style="color: rgb(66, 66, 66); ">exciting changes.</span></span></span></p>

<span style="font-size:12px;"><span style="font-family:arial,helvetica,sans-serif;"><span class="Apple-style-span" style="color: rgb(66, 66, 66); font-weight: bold; ">Virtually every Pokémon found in the National Pokédex of <em style="font-style: italic; ">Pokémon HeartGold</em> and <em style="font-style: italic; ">SoulSilver</em>Versions is eligible, including Pokémon traded in from earlier games, with the following exceptions:</span></span></span></p>

y fdo they ban certain pokmon , is it coz they have 2 good stats or somthing?

Did you guys read what randomspot said? He said they don't ban so much based on power as availability, as in Arceus- event/wifi download, Celebi-bonus disc?/10thANIV?, Darkrai-download, Deoxys-Download?/10th Aniv, Jirachi-Bonus Disc/?, Manaphy-Ranger/download, Mew-download/???, Phione-Manaphy, and Shaymin-download, yes, i missed some, but the basic point is they banned Pokemon that need an external device to obtain.

The restrictions are not based on power actually. Availability. There is one of each legendary in a game, so you get limited to using one legendary.
