Did you guys read what randomspot said? He said they don't ban so much based on power as availability, as in Arceus- event/wifi download, Celebi-bonus disc?/10thANIV?, Darkrai-download, Deoxys-Download?/10th Aniv, Jirachi-Bonus Disc/?, Manaphy-Ranger/download, Mew-download/???, Phione-Manaphy, and Shaymin-download, yes, i missed some, but the basic point is they banned Pokemon that need an external device to obtain.

The restrictions are not based on power actually. Availability. There is one of each legendary in a game, so you get limited to using one legendary.
