Google it; not an issue with PKHeX but instead your operating system is misconfigured.

Looks to me like you don't have .NET framework installed or you have an older version. Try grabbing an install of that and see if your error is fixed.

I have updated to 6.0 and still have problems bro

There's also a font error error at the top. You may need to reinstall or install 'Courier New' font. For kicks and giggles try these steps:
1. Navigate to: 'Start->Settings->Control Panel->Fonts'
2. Look for the 'Courier New' font file (cour.ttf)
3. If the file exists, double-click it and you should see sample of the font in use.
4. If the file does not exists or is corrupt, you will need to copy it to your system, navigate to 'Start->Settings->Control Panel->Fonts' and select 'File->Install New Font
