Obviously Charizard can learn these moves.. When a mon learns a TR move, the TR relearn checklist is also checked off, which I doubt you did. Press the Technical Records button in your screenshot, and check off the TRs that you want it to learn.. Obviously you need to do that, in order for it to learn those moves..
