My Pokemon are still weak, no matter how many Vitamins and PokeImproves I give it, what should I do?

I am EV training my pokemon all the time. Even when I max my EVs and IVs, I am still weak to moves like Earthquake and Stone Edge. How should I do my EV spread?

could be the species you're using. maybe it's the type it has.
Maybe you can make it bulky, but you'll be forsaking on attack power.
