HG/SS Shiny Gyarados

I have created a (Shiny) Gyarados native to HG/SS, with met in Lake of Rage; however, it is showing up as being illegal. Only when I change its level to 40 (including met level) it will show up as legal. Is there a way to create or mod from this pre-existing file (or similar to) this (Shiny) Gyarados?

Lake of Rage Gyarados uses a Chain Shiny PID Algorithm, instead of the Method 1 PID you're currently using. Try finding a PID using Chain Shiny

Is there a way to create a "chain shiny" from programs such as PKHeX? Or if you got any tips on how, that'd also be appreciated!

There should be a Chained Shiny option in RNG Reporter, but honestly I've never touched that option so I'm not sure what PIDs it generates. It should give you what you want though.
