Fixing flag issues with HGSS save

About 7 years ago when I was new to the scene and was very ignorant about tech, I bought an action replay card and used it to inject a ton of event Pokemon that I missed. At the time, I visited various websites looking for what I thought were cool cheat codes to help me with my game. One of these codes was a "replay all legendaries" code that would let you replay the in game event that let you catch a specific legendary pokemon. After I used one of these codes, some of the flags on my save were damaged and certain events were not completed in game. One such event that I have identified is Jasmine unlocking the door to Amphy at the top of the lighthouse. This affects the safari zone and I am unable to access the safari zone now since the cliff edge gate is blocked by two guys. Is there any way I can replay this event without having to delete my save? I tried comparing a hex dump of a regular complete save and my save but I was unable to pinpoint what might have caused the error
