It's marked as legal on the release from 22/09. Which one are you using?

Sorry, I was using a gen7 file. In the 'Encounter' option, if you put 'Building/Enigma Stone', it's marked as legal.

If you havent edited this pokemon at all then it may be part of a problem I reported to them a while ago involving things like rock smash and in your case headbut. I would just leave it as illegal until they fix it

Yes I didn't edit it, that is why I posted this. I just opened my vanilla HG file and thought about reporting it.
