If you truly want something done, you do it yourself. PKHeX is open source. Not many of us would want to redo it completely for the phone because it would need to be entirely reprogrammed.

FTPony theoretically can work with most FTP Clients, and there are plenty of clients available for android. https://play.google.com/store/search?q=ftp%20client&hl=en

Is it possibile to redo this program with java? I'm learning it

Ports are always possible. In this case it would be relatively easy since Java and C# (which PcKHeX is written in) are very similar. The hardest part will be adapting the UI into something that makes sense on a phone.

I will try to do an android version. I will let you know
