Like randomspot said, university connections can be obscenely fast. As for abuse: they are pretty liberal but they'll cut you off if they receive any threats from the media companies. Supposedly there is also a 10GB/wk upload cap but I'm not sure if they enforce that. TBH I don't torrent here because it would be like driving the speed limit in a Lamborghini.
