Each entry is 0x05 bytes long.

0x00 - 0x01 - The exp required to level up the move.
0x02 - The Power gained.
0x03 - The accuracy gained.
0x04 - The PP gained.

At the bottom of the file seems to be the old move leveling rankings from Gates to Infinity.
