Where can I download PokeGen from and do I have to have an action replay card?

I'm new to the whole Pokesav scene and having some trouble with it. I want to add pokemon to my heart gold game, I am using a DS fire card and have opened the save in pokesav and edited it, but the problem is when I go back to the game none of the chances that I made on pokesav are present. So I need some help guys!
