How to use PGF-Files?

I downloaded a Event Pokemon and tried to insert it to my game via PokeGen like normal.

But, when i open the file, a window named Mystery Gift opens, which i think is normal. At this point i don*t understand how to import know the event pokemon? I click "<" then all the data is on the left ok.

Then above there is the "export" button and a "To Tabs" button, which i can't click.

So if i use "Export" it just creates another PGF File, with the same thing going on again.

Now i think i did not understand how to import these, so what i am doing wrong?
