The patched version has a differen't Game ID, that may be the reason why.

It works on my patched and repatched a million times version of the Japanese soul silver so I don't know. Are you hitting the correct trigger (select and up when the menu screen is closed)?

Also I'm using the No$gba Emulator, maybe your using something different? I don't know lol however I do know that the code definitely does work for me

There are more triggers to getting the Blue Orb than just the National Dex, so it would do you no good. You'd still have to traverse the rest of Kanto after getting the National Dex, beat all the Gyms, defeat Red, and then obtain your starter Pokemon from Oak.

The last one may not be needed to get the orb, but Mr. Pokemon wouldn't give it to me until after I got my Charmander. *shrug*
