I know that the Purified XD lugia would have Psychoboost,
But if one were to trade Navel Rock Lugia to XD,
Go to the move relearner,
Would that Lugia be able to "relearn" psychoboost?

No not even the pokemon XD Lugia can relearn Psychoboost if deleted.

The only moves that can be relearned by the Move Relearner, are the ones that appear in the level up list.
