Do u need to beat the elite four for Pokegen to work?

ive recently strated using pokegen for white and it has been working perfectly as i wanted and as it should. ive done basically everything in the game, short of playing online since the pokegen pokemon dont tend to work. im not worried about all that i just want to know if i can restart the game and play with hacked pokemon all the way through (after beating the first gym leader so i can get the c-gear and use the gts) thanks in advance!
