Any one know how to get per rowan give you the national dex with only 209 pkm in my reg dex from
Platinum have the 209 but cant find Fione to make 210 rowan want give me the national
In less i have the full 210, and how can i find fione or what trainer has it, so i can at least

You can't get the National Dex unless you have all 210.

But,
Phione is not in Platinum's regional Pokedex.

The one you are missing must be a different one.
