I right click the actual soul silver rom and it has 128 mb, the randomizer file only has 89 bytes, something is wrong here but i have no idea what, any idea what i can do?

I keep getting Loading C:/Users blah blah /Soul Silver Randomizer.nds FAILED. there is nothing on the internet that suggests any way to fix this, its either completely obvious or im just extremely unlucky, would like a response asap
