Go to New Bark Town and Surf east of your house. You will need Waterfall too to pass the Tohjo Falls, and Strength to pass Victory Road to get to the Elite 4.

(3):is the train in Goldenrod city ever gonna come back and can you really go to Kanto??

Yes, later in the game... it goes to Saffron City and Goldenrod City.

(4): is the elite four the same as DPPlat??

No. They're the same as GSC if you're all that concerned.
