Palkia help needed

For some reason a Palkia I made says met in Mystery Zone, when it says it was made in Sinjoh Ruins. Can someone help me?

For Soul Silver/Heart Gold you have to set the Place Met to Farawayplace then put in the hidden hex value.

Note that the palkia from Arceus Event has 18 as its 85h value.
