Pokémon Legality Guide
- This guide was intended for the use of D/P
Welcome to the Pokémon Legality Guide. This guide will provide you information on the defintion of Legit, Legal and Illegal. In addition, there is also a step-by-step guide on how to make a Legal Pokémon with Pokesav under any situation, weather you want it to be PalPark, Hatched or caught in the Wild--this guide will help you. ;)

Definition
* Legal (Valid) Pokémon are able to exist naturally in the game without the use of external devices.
* Illegal Pokémon are not able to exist naturally in the game without the use of external devices.
* Legitimate (Legit) Pokémon are created without the use of external devices. Because all of these Pokémon are also able to exist naturally in the game, legitimate Pokémon are a subset of legal Pokémon.

Although illegal Pokémon can only be created with the use of an external device (they simply cannot exist without the intervention of such a device), legal Pokémon can be created either naturally or through the intervention of an external device. Legitimate Pokémon, however, are always created naturally. Because of the nature of these definitions, it is possible to check for the legality of the Pokémon, but impossible to check for legitimacy. Therefore, there is no objective way to tell whether a Pokémon is truly legitimate or not. Programs such as Legality Checker and pAC can only check for legality, not legitimacy.

Examples:
* A Torterra, originating as a starter Pokémon in the game and raised only in the game is legitimate.
* A Spiritomb with Wonder Guard is illegal because Spiritomb cannot naturally have Wonder Guard as an ability.
* The perfect 31 IVs, shiny, docile, Umbreon from the PKM Database is legal because it was created with the use of external devices, however, it could have naturally occurred or existed in the game without the use of an external device. Although it would be extremely rare to encounter such a Pokémon, all aspects of its underlying data could have been generated by the game naturally.

Preparation
First, in order to create a Legal Pokémon, the user will need:

* Pokesav
* Legality Checker
* SCV's PID/IV Program
* Trash Byte Normalizer

"Pokésaving" The Pokémon
And will also need a way of transferring Pokémon into your game.
Beginning
1. Open Pokesav
2. Open your .sav file
3. Go into the Storage menu on the bottom right corner of the main Pokesav screen and select an available spot in any of your boxes and click Edit
4. At this point, select a Pokémon and the enter desired Trainer ID, Secret ID, Level, Happiness, Name, Held Item, and OT Name.
5. Enter in the correct ability of the chosen Pokémon.
6. Select a valid moveset.
7. Enter desired EVs, but make sure that the sum does not exceed 510
8. Contest Stats can be anything desired.
9. Marking can be anything desired.

Hatched Pokémon
1. Region/Version, choose either Diamond, Pearl, or Platinum
2. Ball Caught With to Pokéball
3. Egg Hatched at to DayCareCouple
4. Met Level to 0
5. Met at Place to a location that is in the game, where an egg may hatch. Common locations include Route 209.

Wild/Caught Pokémon
1. Region/Version, choose either Diamond, Pearl, or Platinum
2. Ball Caught With to any Pokéball that can be purchased at a PokéMart. It is not recommended to use a Master Ball.
3. The Pokémon may not know any moves which can only be learned from hatching.
4. Met at Place to the location where the desired Pokémon can be caught.
5. Met Level and choose a valid level depending on the Met at Place. Consult a Pokédex for this information.
6. Hidden Hex Values section, change 85h according to the method of encounter:

02 – Tall Grass
04 – Dialga/Palkia
05 – Cave/Hall of Origin
07 – Caught in the Water
09 – Catught in Building
0A – Great Marsh
0C – Starters/Fossils

PalParked Pokémon
1. Region/Version, choose the GBA Pokémon Game or Colosseum/XD from where the Pokémon may be caught from.
2. Ball Caught With to any Pokéball that can be purchased at a PokéMart. It is not recommended to use a Master Ball.
3. Met at Place to 55 (Pal Park).
4. Met at Level needs to be the level at which the Pokémon migrated. This should not be lower than the level it can be obtained at.

Trash Bytes
1. In POKESAV, click on Save in the Storage menu.
2. Name the file and save it somewhere accessible.
3. Drag the saved file (extension is .pkm) over the Trash Byte Normalizer.
4. The program will ask you to press Enter to exit.
5. Click on Load in POKESAV from the Storage menu to import the normalized Pokémon.

Making a Valid PID/IV
Individual values (IVs) are stat values given at random to Pokémon when they are encountered in the wild. Pokémon which have been bred have a higher predisposition to the individual values of their parents.

Both the PID/IV Generator in POKESAV and SCV’s PID/IV Generator will generate a Personality Value (PID) for a given set of IVs.

* Normal NDS or GBA
This type is the most common and will be seen on wild/legend encountered Pokémon in :NDS/GBA games.

* Wild NDS or GBA
This type is less common and will be seen on wild encountered Pokémon in NDS/ GBA :games. It is unclear whether GBA legends will be seen with this type.

* Uncommon GBA
This type is seen uncommonly by wild encountered Pokémon in GBA games.

* Rare GBA
This type is seen rarely by wild encountered Pokémon in GBA games.

* Very Rare GBA
This type is seen in less than 1% of wild encountered Pokémon in GBA games.

* Ultra Rare GBA
This type is seen in less than 0.01% of wild encountered Pokémon in GBA games.

* Common GBA Event (Restricted)
This type is seen with particular promotional GBA Pokémon.

* Common GBA Event (Unrestricted)
This type is seen with particular promotional GBA Pokémon.

Using POKESAV

1. Choose the desired IVs and click on PID/IV in POKESAV.
2. Click Generate, look at the algorithms and find the one that matches the Pokémon being created.
1. eg. A wild Starly will be Normal or Wild NDS.
3. The corresponding natures are displayed to the right of the algorithms.

Using SCV's IV/PID Generator

1. Open SCV’s PID/IV Generator and select the appropriate option.
2. The program will guide ask various questions relating to the Pokémon.
3. After answering the questions, the program will output legal PIDs.
4. Copy the first one to POKESAV.
TIP: Some natures may not yield desired results. Try changing one of the IVs slightly. This will radically alther the given PIDs.

Testing the Pokémon

1. In POKESAV, click on Save from the Storage menu
2. Name the file and save it somewhere accessible.
3. Drag the saved file (extension is .pkm file) over the Legality Checker.
4. Make sure nothing says Invalid.
5. The last line, Type should correspond to the algorithm used during the PID/IV stage.

Congratulations! The Pokémon is legal and ready to be used!

Frequently Asked Questions
Will a legal Pokémon work on Pokémon Battle Revolution?
* A: Yes, if the Pokémon is legal, it will work on PBR.
How does a person make a shiny legal Pokémon?
* A: Select the option for a shiny Pokémon in SCV’s PID/IV Generator.
Exporting the Pokémon as an Action-Replay code does not work?
* A: Due to translation limitations, a second program was created, POKESAVARDSOutput.exe. Load the Pokémon using this version of POKESAV.
Will editing an existing Pokémon still be legal?
* A: Yes, as long as it follows this article.

Yea, you kind of do, mainly if they are PalParked or Event Pokemon.

oh. What if they're not palparked or event pokemon, but pokemon I've edited (not created) and/or pokemon that have been hatched?

As far as I know, the trash bytes should be fine as long as you checked the nickname box and then unchecked it. (Or go to the NickNameDude in Eterna city and renickname your Pokemon's names)

ok, so I should be fine then. I don't nickname Pokemon until I bring them over to my real cart. Almost spooked me there. I think that means the only Pokemon I need to fix is... crap, my Milotic which I created from scratch.

You forgot all the different hex values for platinum.

Note that the Trash Byte Normalizer doesn't support Platinum.
But, If a pokemon's 46h value is 37, Legal.exe (at time of post) does not support Platinum trash bytes, so it will not give a correct reading.
Simply leave all hex values at 00 and the Trash Byte Normalizer will work, and so will legal (it will appear to have been Pal-Parked to DP and then traded to Pt)

interesting. i tried entering an OT for my Dialga but nothing shows. i type in the OT but when i click ok, it just disappears. can anyone tell me whats wrong?

This part of the guide tells you how:

Making a Valid PID/IV

Hi guys I have a question about the PID/IV creation process.

I'm hacking my own save file of Pokémon Platinum. I'm building a perfect Azelf, Mesprit, Uxie, Rotom and Giratina IV's right now. I got they in game and i'm only changing they date.

My question is, for Example: When i try to build a: Modest 31 31 31 31 31 31 Giratina - (I checked and this IV's and Nature Combination is possible) I receive 4 differents valors of PID, they are:

1) Normal D/P or GBA - 1765268040 - Nature: Modest - Ability: 2 - Gender Value: 72 - Hidden Power: Dark 70

2) Normal D/P or GBA - 1750077865 - Nature: Modest - Ability: 1 - Gender Value: 169 - Hidden Power: Dark 70

3) Normal D/P or GBA - 4181880690 - Nature: Modest - Ability: 2 -
Gender Value: 114 - Hidden Power: Dark 70

4) Normal GBA - 3095800965 - - Nature: Modest - Ability: 1 - Gender Value: 133 - Hidden Power: Dark 70

The 4ş i know is not right because it's for a GBA game only, but and the other 3??????????????

I realized that the only difference between the 1, 2 and 3 valors are the gender and the Ability but, Giratina do not have sex and there is only one ability for him... So, which one i have to choose when this happen????

I choose the first one and the second one to do a test, and using the "Legal.exe" program with this 2 valor there isn't any problem, my Giratina seen perfect like as you can see in the picture Below:

Which one Ability (1 or 2) is right to choose when the Pokémon has only one: the number 1 or number 2? I think there is a difference, but i dont know what. And the same thing happen with Rotom. Azelf, Uxie and Mesprit there is only 1 valor of PID for they nature and IV's combination but Azelf and Mesprit has ability 2 and Uxie has ability 1 looking in the Legal.exe program.... I think in the case of Azelf And Mesprit i need to change they ability to 1, but how if the program don't give this possibility for us?
So I'm a bit confuse about it. >.<"

And one more thing, in the IPID.exe the ability of my Giratina is 1 and in the Legal.exe the ability is 2, using the same number of PID: 1750077865....

Nope. That's the way it is. ;)

@Leotronico:
Any of those will work (Besides the Normal GBA). This is because if a Pokemon only has one ability, it can be either class.
If it has two abilities, than it would have to match respectively. ;)

Anyways, great guide! I personally find the egg guide the most helpful, because I love to breed.... but now that I own Platinum, I would find the other hex values helpful too.....

Is there any kind of list out there with good IVs/Natures PIDs? Or do I must try out random convinations of Ivs/natures every time?
I'm going to go ahead and asume the isnt such a guide and then proceed to copy paste a compilation of good IV's/natures PIDs I made for myself last night. Hope I helps someone.
Anyone with acces to SCV's PID creator should be able to get this PIDs, but having them compiled in a single sheet should made the process of making legit pokemon easier.

Can DPPt hatched pokemon have anything but Normal NDS/GBA or Wild NDS/GBA PIDs?

I would also like to know what are the correct algorithms for HATCHED pokemon on the DS and GBA.

And adjust the hex values of 46h and 47h since I use Platinum. I just have a hard time with the fact that the PIDs and algorithms are useless for hatched pokes. It doesn't make sense to me. I feel like something has been missed, oh well.

If the trash bytes and hex are the only things you have to worry about, that would mean that hatching all shiny and all 31 IVs would be legal. Of course, with enough time and practice you can do this with the RNG abuse.

i would say that it's almost impossible to get all 31 IV to get it in the game .. why??
because maybe you will only got it after hatching 1 billion or maybe trillion eggs XD XD

except you hack the parent to all 31 IV first and try to produce a "legal" one in the game XD XD ... then it will be possible XD XD .. with enough luck :)

no there is only one. if you happen to K.O giratina in the distortion world, you can find it again at turnback cave at lv 47 after you beat the elite 4 and become champion

Lol i think thats a bit of an exaggeration. its more like millions of eggs. either way its very time consuming and requires monk like patience (having this kind of patience is easier when you actually a monk :bidoof: )

You forgot all the different hex values for platinum.

Note that the Trash Byte Normalizer doesn't support Platinum.
But, If a pokemon's 46h value is 37, Legal.exe (at time of post) does not support Platinum trash bytes, so it will not give a correct reading.
Simply leave all hex values at 00 and the Trash Byte Normalizer will work, and so will legal (it will appear to have been Pal-Parked to DP and then traded to Pt)

The trash byte normalizer worked with my pal park generated pokemons in Platinum.

I see Sabresite's Legality Checker there, but not his Trash Byte Normalizer. Does anyone have a link to its new location, or did I just not notice a link to it buried somewhere in that area?

EDIT: I just found it. damio (http://projectpokemon.org/forums/member.php?u=14) posted the download link on the Legality Checker (http://projectpokemon.org/forums/forumdisplay.php?f=37) forum about a week ago (http://projectpokemon.org/forums/showpost.php?p=37350&postcount=2). Obviously that "poorly made" Chikorita was not a legit. I'd say get rid of it since you've access to PokeSav, and on Wifi you'd be deemed as a hacker to those ignorant people. And other hackers would markedly be criticizing that poor PokeSav made and how you've traded over something for it.

Is the Ageto Celebi supposed to be GBA Unrestricted? Also, does romanizing a Pokemon's name destroy it's legality? Just wanted to make sure, because I did this for the EIgakan Darkrai and Shaymin, and they passed through PBR OK!

how come when I input random numbers on the IVs with a random PID the test still comes out as valid? the same is the case with random pokemon types, classes, and hex values.

so does it count as legal? :D

@ danhomer No that's not a particularly good sign, although i imagine you're not too far from a legal PID. Which answers:

@ zenskii No that doesn't count as legal, as it wouldn't occur in game naturally.

@ RollingStar Pokesav generates a new legit PID for you when you randomly put those IVs in, as far as i'm aware.

@ Nova Phoenix No Ageto Celebi should always come up as unknown gba type, your one has been hacked :( Check this link in the future: http://www.projectpokemon.org/editing/legalitychecker.php

@ Gokufan That shiny ho-oh is a hack, it should be Common GBA Type (A-B-C-D) [possibly may have misremembered the letter order, but i'm pretty sure that's right]. Uknown GBA type pokemon are hacks except in rare cases (such as the Ageto celebi ironically).

Now to ask the noobiest question of all. I'm trying to get to know legal pokemon generation better (I've got a fair bit of experience now) and understand what i'm doing. But due to the way pokesav works, when i use one of the generated shiny PID/IV combinations and select shiny, I then have to manually input the pid and by doing this, pokesav makes it not shiny anymore. What have I done wrong? Or is it that the only reason pokesav stops it being shiny is because the supposed shiny pids generated are actually normal pokemon's PIDs? That's what i think but wouldn't explain why the shiny PIDs i'm getting from SCV's PID generator (as well as PokeGen, I tried both) is only giving me normal PIDs.

I'd really appreciate some help here, I feel the answer is staring me in the face and i'm just not seeing it :D

Question, if you create a pokemon out of nothing with Pokesav (So you don't edit your current legit pokemon but just click "edit" on an empty pokemon spot in pokesav), do you still need to normalize trashbytes? or is this only when you edit pokemon that already exicst?

Okay, I just have two questions, because I am getting a little frustrated...

The legality checker says my pokemon are good (all of them either common nds or common gba), and yet when I use them on battle revo they aren't being accepted...

What am I doing wrong? It all says valid, and they aren't making it through.

Also, I used the platinum one because I am doing my work on an R4, but because it won't connect to the wii to send them straight from there, I had to trade to a SoulSilver.... is that making a difference?

i have a question regarding secret IDs...how many digits must it be? i put 5 at 1st. then put 3

5 digits, less than 65535.
If you put fewer digits, zeros will be added. (Ex. 875 becomes 00875)

wait do you really think that using a code to max out the parents IVs will work because because every time i tried to breed a pokemon with a hacked nature and an everstone it just kept getting the nature the parent would have had if i hadn't used the nature modifier.
