Yes it is, download No$GBAtoVBA (http://gba.mywebcommunity.org/) in order to convert a no$gba .sav file to a vba .sav format used by Pokesav.

Sometimes Shunyweb could go down. It's happened to me once. So instead, go open No$GBA and set the options to save file type as 512 KB. Then close the emulator, go to No$GBA.INI then find the line "SAV/SNA File Format == compressed" and change it to "SAV/SNA File Format == Raw". I think the capitalization matters. Now open your game and save the game, then check out the file size. If it is 512 KB, then it can be opened with Pokesav. If this doesn't work, then use Shunyweb Save Converter.
