According to Pokebeach, it was possible to get the Secret Key on March 22, by sharing it from a Japanese Platinum.
It says that this is the only Wonder Card so far that isn't region locked.

Is this true?

It don't think the Secret Key is the the only one that isn't region locked, no.

The WCs that've been released in Japan that are Diamond, Pearl and Platinum compatible also have all-region flags.

The WCs themselves don't have region flags...

This came up in another topic not too long ago and I think we agreed that it was something to be tested. If it does work, then it will work for all WCs, if not, then it won't.

The files on their own might not, I'm not sure.
