Platnum RNG?

Would someone be able to explain how the RNG in Platinum works a bit more simpler? The guides I've seen are confusing, I'm not interested in getting perfect IVs, tho I don't want horrible IVs either, I'm mostly looking to use it for Shiny Legendaries, Eggs, and whatever else you can use it for to get Shinys.

Hey kaph do u happen to know what is the method for starter pokemon in platinum and hg/ss?I think i'll try rng my id/sid and then get a shiny one(Btw sorry for this bump but since this thread is about rng i thought there is no need for a new one)
