It's a pretty simple process; the game does this when it receives a WC, there is no actual PGT being broadcast.
In the pokesav (i'm using the pt version) mystery gift edit menu, go to a blank pgt slot. Set the "corresponding" to the slot that the corresponding PCD is in (1, 2, or 3), then set "gift" to pokemon. Be sure to uncheck "recipient is OT", then just take a pkm exported from the pcd and load it into your new PGT. Save it off and you're done.

A recommended method to generate Gift data (.PGT file) from Wonder Card data (.PCD file) is:
- Open .PCD file in hex editor
- Copy first 260 bytes
- Paste as a new file and save as .PGT file.
This .PGT file will display a "Corresponding Wonder Card" value of "0" (zero) when loaded into Pokesav. The end-user must match this value to the Wonder Card slot (1-3) containing the desired Wonder Card (this is what the game would actually do after downloading the Wonder Card into the user's save file). And don't forget to add the Wonder Card "ID" value to the list of received Wonder Cards (top left box).
