They are purified. No sprites exist in the other games.

If you are looking for a purified shadow Lugia (with Psycho Boost and Featherdance), you could make one, but then again, that is almost impossible. There is not "set" of PIDs for Pokemon coming from Pokemon Colosseum or XD: Gales of Darkness on the PID-IV Generator... Well, I guess you could upload a legal one by migrating it to Diamond/Pearl/Platinum/HeartGold/SoulSilver then check it, and check the category and be good to go! (I guess...)

If you are good enough, then yes. I guess you could ask some of the people on YouTube for help on the sprites.

You wouldn't be able to trade it to other games at what not. The closest thing you'd be able to get to it is a hacked shiny Lugia.
